I've noticed that this sometimes still occurs in VE 2016. When running a simulation in the sensors settings tab using the "Apache" radio button, the progress bar hangs on "initializing"
Sometimes when I save, close out, and re-open, it runs. But other times it hangs on initializing.

That is an interesting occupancy period, what kind of building is this?
As for the schedule that you've mentioned, you need to use an Absolute profile instead of a modulating profile. See image below (in Fahrenheit)
