Load does not reduce after eliminating internal gains

6 story building cooling load resulted a reasonable thermal load. About 300 tons.

Then I started applying EE measures and nothing was happening. Then I went to the extreme to find out why. So I did the following:

Lighting set 0w/m2
Occupancy set to zero
Oustide air set to Zero
Wall Uvalue set to ...
