One more thing: I'm noticing that in one of the rooms only in FlucsDl is not taking local shade in consideration. It is happening just fine on the south side..in other rooms. There is not particular difference in the local shade..they are screens repeated around the facade.

Thank you. I have been able to model screen as a local shading device. I ran radiance (apache with sensors) but when i am running apache sim (dynamic simulation) I was prompted with an error saying:
"Error: Toom many rooms on illuminance file."

When i import dxf, i have used defaults (m and ft) which is not helping. I tried to identify the scale factor by re-scaling in modelIT. However, so far i have been unsuccessful. Thank you. I know that matching building simulation with real is almost impossible, but Im doing this for my research so I guess I have to be the client as well (or my thesis committee). I decided against modeling in Revit, so now I am starting in IES directly.
