In instances where the external air temperature is greater than the internal air temperature, more insulation actually helps to reduce cooling demand, in the same way that an insulated cool box keeps your drinks cold in summer.

You've probably thought of this, and I'm not sure if it will make it any easier for you, but if it's an extension, might it be L2B rather than L2A? i.e. is it <25% of the GIFA of the existing building?

This doesn't sound that unusual to me. It's the sort of thing that happens when you have large opening areas.
If you sit in a small room on a windy day, what's going to give you more air changes? Mechanical vent or opening all the windows?
