Whats the best way to get loads controlling to a setpoint of Tres of say 23 rather than Tair 23?

I'm not sure many real life systems can actually do that but if I was trying to shoehorn for modelling purposes I would add the heating as a misc gain and then apply a control profile to that which uses the dry resultant variable.

not sure if it's what you are looking for but you can specify what Temperature variable Apache uses for setpoint control in Apache application via the Settings menu >> Building option >> Control Temperature Radiant Fraction input.
By default it's on room air temperature
