Mixing damper - minimum OA settings for System 02c

Hello,

I am using system system 02c (PTHP with Intermittent Fan / Zero or Min OA).

I would like to set constant minimum outside air supply to spaces, regardless of the cooling/heating needs in the zone.

I've tried editing the damper minimum flow in the damper component dialog (specifically under the Outside air fixed min option), however, when checking my outputs in Vista, the OA does not correspond to the minimal OA settings. I have also tried other combinations in the dialog, but to no avail.

Is there a way this can be achieved for the above system?
