ASHRAE 90.1 Temperature setpoints

Hello,

I'm just starting in IES and I have a doubt about what cooling temperature setpoint should I use when there is no a cooling system. The App G specifies that in that case the proposed system has to include the cooling system as modeled in the baseline but it does not determine which temperature setpoint has to be controlled. The ASHRAE templates shows 23,9ºC for cooling, should be this one or any other meanwhile it complies ASHRAE 55?
