I see SBEM for 2013 regulations has been released, have IES included this in there recent update?

No. We are committed to having the new 2013 regulations incorporated into our VE 2014 release and having this made available in early April. There is no guarantee a beta version will be made available publically prior to this release.

Part L 2013 Update Training Roadshow - Get Your Early Bird Discount At Ecobuild!

We are combining forces with CIBSE to host a series of regional full day face-to-face Part L Top Up training sessions. This will enable CIBSE registered Energy Assessors to complete all the training required to maintain their accreditation that is needed for the forthcoming changes to Part L in just one day.

Current locations include:
London: 10th, 11th, 23rd, 24th April
Glasgow: 25th April
Newcastle: 28th April
Manchester: 29th April
Birmingham: 30th April
Cardiff: 1st May

Update for new UK Building Regulations Part L2 2013 and EPC

We’re nearly there!

IES is currently in close communication with the Department of Communities and Local Government, discussing testing and the potential approval of the Virtual Environment 2014 for UK Part L2 2013 for England. The software has been developed in accordance with the new NCM modelling guide, the latest release of SBEM (both updated on April 3rd) and is in the final stages of testing. We will release the software when testing is complete and it is officially approved.

Please also note, that there is now a transition period where Energy Performance Certificates for non-domestic buildings can be lodged for one month after April 6th using the existing PartL2 2010 (approved software) before the new EPCs will be mandatory. Read more here.

Also, the regulations for Wales will change in July, those for Scotland in October and we are awaiting notification for Northern Ireland. We anticipate that each regulatory change will be accompanied by a corresponding software update of the Virtual Environment.

Hi Terence,

Thanks for that. Will we be able to update/back date models between IES 2013 and 2014?

I imagine we will have a few projects that are 2010 regs for Part L but need an EPC in the new version.


In the past switching between 2006 and 2010 regs got a bit messy. But I guess with tabular view this shouldn't be a massive problem this time around.

One of the requirements for software approval this time around is for both sets of regulations to be available in the same version so, assuming they have valid keys, users will be able to select Part L 2010 and Part L 2013 in VE 2014.

A few revisions have been made since then so it should be updated soon.

Any update on when the new version for Part L 2014 will be released? days, weeks or dare I say, months?

I attended the CIBSE/IES roadshow last thursday. The final final deadline is the 6th of may. After that date EPCs will need to be lodged in 2013. The DCLG have not approved any dsm yet.
