Residential Space: Occupancy Density

I am having trouble tying up the Occupancy Density for the model. When I look at the NCM Activity Database under Residential Space: Domestic Bedroom I get a a people density of 0.0229387755102041 person per m2, which I presume is the same as 43.7 m2 per person. If this should be 0.229 then I get an occupancy of 4.37 m2 per person, which seems more realistic.

However when I import the template bedroom through VE-Pro I get a people density of 6 m2 per person.

Can anyone shed any light?
