Unmet Load Hours when auto sized

I have taken the result of air flow rates from IES calculations. The ASHRAE runs the ROOM and APACHE system load which then generates an air flow and load for each space. I have used the same exact value in Apache HVAC and done auto sizing for coils and fans. I am facing two issues:

1. The Fans flow rate is not matching the space flow rate.

2. I am getting unmet load hours.

What is the normal cause for this problem?
