Enhanced ventilation

Do we need to apply enhanced ventilation for the rooms that are naturally ventilated without automatic control ( say windows or louvres are operated manually by the user based on alarm based system control , like traffic light based system , if the co2 or the temperature rises , user opens windows etc.

I have checked NCM Methodology guide about this issue ,I could not see any definitive answer weather you need to apply enhanced ventilation only for the automatically controlled openings, assuming all other rooms without any means of variable sensed control shall be treated without enhanced ventilation
