Single Control Zone for HVAC Unit

Single Control Zone for HVAC Unit

I am modeling a convenience store and attached restaurant which has a single rooftop air handling unit. This unit serves a number of spaces based on a single temperature sensor. There is a master zone and 9 slave zones. Some of the slave zones have their own supplemental heating.

Does anyone have an idea how to model this control? Basically I need one zone to control the AHU flow rate and the rest of the zones to be fractions of that flow rate.
