Lighting Controls and Table 42 in NDBSCG

My query is about the lighting efficacy with controls stated.

In table 42 of the non-domestic services compliance guide, it states the lm/w for different control schemes.

If I state my luminaire lm/w as 60 for example then have a control scheme of "daylit space with photo-switching and dimming" table 42 suggests a lm/w of 51.

Does IES apply this 0.85 factor to the 60 if I have specified my controls for each room? or do I need to use the value of 51 as well as specify the controls?

My initial thoughts are that the factor is applied to the specified Luminaire Efficacy within IES.
