stack next to a room in the stair case

hi there,
I am designing natural ventilation to office building,
I have proposed two stacks ( shafts) one on each side to cover 2 times the height of the floor.
so, on stack is next to the external wall and holes were inserted to provide in flow and out flow.
while the other stack is in the staircase just touching the room wall which is internal wall.
I couldn't do holes(cz apache would consider it external ) .
what should I do to provide a stack touching the wall with opening to provide ventilation.
the office has windows as well that open little for max10 degrees,
how can I balance the air inside the room(taking into consideration supply and exhaust needed for people inside the room) but what about the windows?
