I have been using IES- VE for five weeks only.
I have built an extensive model of a school I am working on for my MSc. thesis project.
When I go into model viewer, the ground floor texture is same as ground plane even though I have set them up differently.
It switched between ground surface and and floor surface according to view angle.
Is this just a small glitch, or have I done something wrong?
Should I include a foundation layer?
What is the best way to solve this problem?

nothing you have done wrong, they are simply clashing as they are both defined in the same plane.
Yes for visuals you can look at switching off the display of Ground Plane (there is a toggle for this in model viewer) and then you could model a base plane and assign a ground/vegetation texture, you can achieve some nice results modelling it this way for your visuals.
