Is it possible to set a window u-value and g-value without having to build up each window element? I want to create a 1.6 u-value window and simulate a few g-values.

No, it is not currently possible. If you go into the construction database and select Tools>'Create target Construction' you can specify the U-value and create a construction for any category except glazed constructions.
Quickest thing you can do is create a copy of glazed construction that is already in the database and edit the layers until it has the u-value and g-value you desire.
