preventing cooling loads during heating season

I have a situation where some rooms overheat (due to solar exposure) past the cooling setpoint during the winter heating season and subsequently activate cooling also in winter. I don't want this to happen but how would one prevent this from happening since the cooling/heating plant must be on continuously to meet the heating requirements (night time/cloudy days etc.) and of course cooling requirements in summer?
