Strange Chiller Behavior

I'm getting some strange behavior in my simulations with regard to the temperature regulation in my building. I've set my heating set point to 68 degrees F and my cooling set point to 72 deg F (I'm working on a project in New York). When I simulate and query the data in Vista it displays as though my chiller is running year round, thus consuming significantly more power than desired. When I look at the air temperature of various rooms in the project it seems that this is due to the boiler heating the building up to the 68 deg set point in winter and then for some reason is passing that set point, triggering the chiller to activate and drive the temperature back down. Both are set to "On continuously" in their heating profiles, however it is my understanding that VE shouldn't allow this bouncing of the temperature shouldn't be occurring this way. I've attempted to use heating / cooling profiles to shut down the chiller during times of the year when it is unneeded, but this results in even stranger behavior where the indoor temperature will spike to 170 deg F +.
