I'll assume you are doing a Condensation Analysis? For that you have to think about the vapour resistivity of the layers. Table 18 in the user guides (apache tables... why it's not easier to find I don't know... in fact here's an idea how about some pop-up help or guidance IES?) gives typical resistivity’s for different material types although I'd point you to google more than this now.
In general when thinking about vapour barriers in IES just select a layer material with similar properties to the actual vapour barrier. If you've got some spec data then all the better - create a new layer called "Vapour Barrier" and fill in the goods.
