Hi,
Sorry to hear you are having problems with the IES VE-ware plug-in for SketchUp.
First of all, the plug-in patch you downloaded may be the patch for the full plug-in that works with an installation of full <VE>. If you only want VE-Ware then please download the latest VE-Ware from the link below:

Either run this installer to update the current VE-Ware installation or uninstall the current VE-Ware and then run this installer (I would be tempted to advise that you uninstall the current VE-Ware first since you have had problems with other installers already - this may be safer this time).
When you have the latest VE-Ware installed you should see an extra button the Toolbar in SketchUp for Free VE-SBEM calcs.
Can you try installing latest and then try the 2030Challenge and Toolkits buttons to confirm they are still not working?
A few things to try:
1. Make sure the SketchUp project is saved on your local C: Drive, in a location where you have full read/write access.
2. You need to Identify Rooms before you can use the Toolkits, make sure you have done this.
3. Open the Ruby Console in SketchUp (select Window >> Ruby Console) then when you click the Toolkits button, take note of any text that is displayed in this window - often it will point straight to the problem.
4. Set ve.exe location. Use Tools >> IES >> Set IES VE Location to direct the plug-in to the apps folder of your VE-Ware installation (you want to direct it to the folder containing veware.exe, this is usually the apps folder in your <VE> installation)
Hopefully this will help to fix the issues you are having but if not please let me know so we can look into this a little further please.
