you are going to struggle with light shelfs in VE-Ware. I'd imagine the detail level of the toolkits will be too low - you'd need the full IES (whoops VE... sorry guys 
).
I use Radiance to do any detailed daylighting (light shelves included). Just create a tube component and set the inside surface to be v. reflective. Pop a window on top and you should be seeing some light appearing. You can include in a zone or simply have it sitting in the zone above the room you want it shining in to.
