Do solar gain and daylighting account for reflections from external building elements and from other building (local shade layer or adjacent building layer)?
In other words, I have an element (light shelf) modeled as a local shade. Will it reflect solar radiation in the room and will it affect solar heat gain calculation in that room?

No, it won't.

You can include these things in daylight calculations using Radiance or Flucs / FlucsDL providing you run the calculations with the correction options turned on.
