Hotel Baseline PTAC system EER

dear all here

As for PTAC system, the system COP(EER) includes the supply air fan and condenser fan power.
Is this considered in LEED PRM navigator?

According to observation, the narrative in "DX Coolign (types)", it seems IES has considered this.
However, when I looked through the baseline models for 4 directions, all the COP are same, 2.56 for PTHP>15kBTu/h and 2.88 for PTHP 7-15kBTu/h.
May I know how these two numbers are derived? or has these two number approved by GBCI?
Any advice is welcome

One more question, how are these capacity numbers related to ASHRAE 90.1
Say, 7kBTu/Hr = 7*0.2928=2.05kW; 15kBTu/Hr=4.4kW. There is no such category in ASHRAE.
