Whenever we have a lab here (University) we have major slowness opening up IES. This occurs when multiple users launch the application at the same time. when one or two users launch the application we have no issues 10 or more and IES can take minutes to open. During this time we see a lot of oplocks on .tmp files residing on the network license server Data\keys\tmp folder.
Also when IES is closed the tmp files remain, after a period of time we end up in a situation where the files become permanently locked and no-one can open IES until we force close the files on the Server using process Explorer.

What is the situation with these tmp files, should they be deleted on close of the application.

These temp files I don't think are automatically cleaned out but there is an IESClean utility found in the apps folder of a VE installation that allows you to manage the clearing out of this folder (just don't tick the option to permanently remove licence keys).

I'd have a look at the permissions that are set up on that folder and the network connection the users have to the folder to make sure all is working as it should (if they can access and lock out keys then I guess it is working properly). Clearing out those files periodically would help too in case any get permanently stuck.

Might be worth contacting tech support as well, our installation and licence support team might have some other housekeeping tips to improve this performance
