Part L2a - 2013 edition

The updated approved document for Part L2a is available to read and download from the planning portal website, link to it is copied below.

Table 5 in the document is very useful as it contains a summary of the updated notional building specification. The 2013 edition of the NCM modelling guide is expected to be released over the next few days.
IES plan to have an approved version of the software available to users before the switch over date on 6th April 2014.

following FAQ on our knowledge base up to date with the latest news.

Slightly confusingly it still says "The Building Regulations 2010" at the top of the document. But I'm assuming this is because the regulations as a whole are still 2010 but Part L is getting a 2013 update and that this is our first official look at it?
The summary table is interesting and the 9% improvement over 2010 is a bit less than I was expecting tbh. I guess the devil could be in the detail but we'll need to wait a fews days for the ncm guide before we can comment on that.

Spotted that too. Assume it says 'building regulations 2010' because they're not deviating too much from the current regs?
9% isn't too bad I guess. We were fearing the worst after the consultation in 2012 where a 20% improvement was discussed!
I still remember when the Part L 2010 regulations came in the regulatory bodies said users should expect targets to be around 25% lower than they were in 2006 but we rarely seen a project that was, most were closer to 35% (some above 50%). As you said, it will be interesting to see the detail in the NCM Modelling guide!

I really hope they change the SFP guidance in the new NCM Modelling Guide. The Notional Building's 0.9 W/l/s causes no end of problems on many jobs.

Clarity on the SFP issue would be very welcome.
The 'building regulations 2010' is a separate higher level document than Part L. It was revised in 2010 and 2000. (Your copies of Part L 2010 will have the 2000 edition referenced on the cover)
It is more on the lines of a legal document and is revised on a different time basis to part L.

Part L being an approved document provides a regulated approach for demonstrating compliance with building regs. If you were a skilled lawyer there would probably be other ways!
In general I find building control offices know the 'building regulations 2010' document in some detail but seem less keen on Part L / SBEM calcs etc.. It may be worth a read if you want to justify certain actions to building control.

Sorry, may be wrong here but I think CP was referring the new Part L document I linked to above; I was anyway. It still says the 'building regulations 2010' on the first page but adds '2013 edition' on the bottom. Always is some confusion with these things!

Hi, it is a bit confusing.
The front cover of Part L references the version of the building regulations document relevant at the time.
For Part L 2002, 2006 and 2010 they all say 'The building regulations 2000'.
In 2010 the building regulations document was revised, but until now there hasn't been a new Part L to reference its name on the cover.
I think the new part L should have 'The building regulations 2010' on the front as this is the current version.
It is just a confusing coincidence that 'The building regulations' and 'Part L Approved documents' both had a 2010 edition.

The full details will be in the NCM Modelling Guide which is due for release shortly.
