Floor/Ceilings and Thermal Mass

Hi,
I am currently doing an exercise using thermal mass and seem to have strange results where the intermediate floors are concerned. When looking at the construction manager I note that exposing the floor surface does not increase the thermal capacity of the floor/ceiling element. Am I right in thinking intermediate floors are only ever considered as ceilings where thermal mass is concerned?
I am a doctoral research student looking at thermal mass effects on energy use and it is a given that exposing a heavyweight floor will have an impact on its thermal characteristics. Therefore, I am unsure why you wouldn't be able to alter this. I'm sure it's just my inexperience with the programme.
