I am looking for a weather file for any city in the world which has an annual data - data on everyday's (or a couple of times per that everyday) wind speed and wind direction?
Do weather files like those actually exist?

Most weather data sets will contain this information. If you are using the VE then go to Vista, select the weather file you're interested in and select the two variables. You can then get a table that presents this data for each hour of the day. The user guide available via Help>User Guides will tell you how to open the weather file.
Energy plus weather files can be opened and read using windows notepad so again you can get the data you need. See http://www.iesve.com/support/weatherfiles for a link to the energy plus site.

Hi Kyle,
I succeeded in finding the required wind information in .epw files.
I think you might take a look in those too. They just might have an info on your issue too, although I am not definitively sure.
