I want to ask how to create baseline model for Appendix G-90.1-2007.

Hi,
If you follow the Navigator for ASHRAE 90.1 PRM then the steps to define the model and automated Baseline generation are all there. There is an accompanying User Guide too (Help >> User Guides >> Thermal VE Compliance category).
The Navigator should allow you to get through generating the baseline and simulating it but really any user who wants to do project work with this I would urge to get some Training as well as there are a lot of parts to this and having a sound understanding of the 90.1 model within VE and how the Navigator automates the process is crucial. If possible you should look into that but I appreciate it's not always an option while you are studying.
