Surface/Dewpoint Temp Control

Hi all,
is there any possibility how to control chilled ceiling panels and its cooling power based on surface temp and actual dewpoint temp? To be more precise I need to increase supply chilled water temperature whenever surface temp of panel is below dewpoint temp - and dewpoint is dynamic value. It's quite an issue because it's impossible to find out what surface temp of chilled ceiling panel actually is.
Any suggestions how to do that?
