If you draw two rooms and the walls touch eachother in the model, they will be treated as a single partition. In IES, every wall has an outer and an inner side. If the wall connects to another zone, then it is considered as an "internal wall". If the wall connects to nothing, then it is considered an "external wall" and external conditions will apply to the outer side of that wall. It's one or the other.
