Central Plant Sizing in Loads Calculation

I ran an ASHRAE loads calculation. I am looking at the results in VistaPro. I am looking at the "Heating and Cooling Report" and wondering how the reported "Total Central Plant Load" values are calculated? The values correspond to the Model: Chillers Load and Model:Boilers Load variables. There are definitions listed in the VistaPro Users' Guide, but they don't fully explain - What is the distribution adjustment applied and is it user controlled? Are the central plant loads based on sum of non-coincident peak room loads, or on a block load?
