Issue launching IES 2013 2.0.3

Users getting the following error when launching IES 2013 2.0.3. Could anyone point me in the right direction.

Error opening user file
The process cannot access the file because it is being used by another process

It might be related to the default temp project area, when launching this version of VE 2013 this would be created at

C:\Users\philip.cully\AppData\Local\Temp\VEPROJ\2013203

That's my user account so my name would be replaced with the user account in question but maybe check if this is being created and permissions to write are provided there.
