Are incorrectly defaulted to 1.0 when importing PRM Baseline systems.

No, it is not incorrectly defaulted. You do not do Zone Load oversizing, you oversize the capacity of your equipment. The zone load oversizing serves a different purpose, such as if you are doing design informing modeling and want to take the "safety factor" that mechanical engineers typically do.

Thanks for the reply. So "Zone cooling load oversizing factor" and ""Zone heating load oversizing factor" boxes in the "Edit System Parameters" dialog are not the correct places to set this for the baseline? I maintain that if the VE doesn't do this automatically, it should for all PRM Baseline systems.

no its not the correct place. You should do that in the coil/chiller edit menu, and it is already defaulted there to the correct values.
