I need to re-install Windows 10 due to a reocurring error (as advised by MS Support). Do I need to uninstall VE & request a license uninstall PIN beforehand? I intend to install VE on the same machine once completed. I'm using a student VE license.

yes i believe you would need to uninstall ies before you format the machine. you should follow through the ies uninstall guide https://www.iesve.com/support/knowledgebase/faq/2923

Hi Jack,
The link that farahghanem has kindly provided above is the correct process that must be followed when users require their VE licenses transferred from one computer to another.
We require IESClean.exe to be ran on the existing computer to generate the uninstall PIN, which will then be forwarded to keys@iesve.com along with a keys request from the new installation/computer.
If any user ever experiences difficulties completing this process, they should contact keys@iesve.com who will be more than happy to provide assistance
