Part L: Large & Small Extensions

Hi,
Part L2B (2010) is clear on the criteria for a large extension that comes under L2A.
The extension needs to be >100m2 and greater than 25% of the existing floor area.
However does should the area of zones that are to be demolished be included in the existing floor area?
I have never seen a document that clarifies this.
For example if you want to knock down 50% of a single storey office and rebuild it within the same footprint is this work a refit, small extension or large extension?
It seems a bit of a grey area.
