Purchased / District Chilled Water

I'm trying to do a LEED energy model of a university building, which has a campus chilled water loop. I read through the LEED District Energy Guide, and it said to model it as purchased water, rather than with an actual chiller that has performance curves and all that. So it should just be some sort of flat rate based solely on the quantity of chilled water used.
How can I do this in ApacheHVAC?

Also, where in the software would I define the rate for using the chilled water? ($/MBTU for example)

This same question has become relevant to me. Only approach I have so far is to match the efficiency of an APHVAC chiller sized for my system to that of the larger chiller supplying to multiple buildings.
Any insight on a better way to accomplish this would be a appreciated

when you are in ApacheHVAC waterside, if you look at your active chiller you can select the type of the chiller. One of the options is district cooling. I believe that would be the correct way to model it. I haven't worked with district cooling before so my information is limited, but hope this helped a little.
