Parasitic Power - Include Lighting Control Modules?

Hi,
When calculating parasitic power, should Lighting Control Modules (LCMs) be included?
Does anyone know where there is a good definition of parasitic power?
I find these can consume up to 10W per module so adding them in can have a large effect on lighting energy.
It is also possible to use LCMs with manual switching (no occupancy controls) in this case in IES you can't enter parasitic power.
Perhaps this suggests they shouldn't be included?
