1. Calculation methodology documents are available to download beside the User Guides, you can access these in the <VE> from by selecting Help >> User Guides, then see the Reference section under the Thermal category
2. Weather files in <VE> come from a range of sources, extra info available:

If you are looking for new locations I would advise you to first check the Energy plus Weather files as these can be placed directly in the Weather folder within your Shared Content installation and used for Apache simulations.
The only weather files you don't get with a standard installation of <VE> (and <VE> Shared Content) would be the CIBSE Weather Files which are required for UK Compliance simulations. These may be purchased via the IES website http://www.iesve.com/ComplianceUK/CIBSE-Weather-Files
