Heating Set Point Error/Help ???!!

I am currently running an apache simulation on a building to get me heat losses and heat gains.

I have set up all the room conditions to be 19-21 degrees for heating set point.

i then run the apache and the CIBSE loads calculations and when i look at the report my buildings heat demand is next to 0. i looked through the individual room resukts in the report and it shows some of the heating set points as 4.5 degrees and after playing around with it even more i went worse and to -1.5 degrees.

has anyone else suffered of this problem and have a fix ?
