Chiller cooling Load inconsistent with coil load

Hi all,
I am working on a project that would like to estimate the building energy performance. I found that after calculating the system load, when I going back to the chiller setting, I found that the chilled water loop loading is approximately 10000kW, however, two water cooled chillers only operates at 3500kW each, i.e. 7000kW only. why is the coil load much larger than the chiller capacity? is it due to insufficient cooling capacity provided by the chiller? isn't the chiller capacity being auto sized by the system to suit the usage? (I am using 2015 version so there's no way to restrict the chiller capacity......)
