Renewable Elec Supply and Part L

Hi all
I was asked a question the other day that I wasn't sure about and can't find much info on, so thought I'd open it up to the VE forum to see if an EAs have an answer.
If our client, an owner operator, has a 100% renewable 'green' electricity supply, do the electrical services used in the SBEM/DSM still use the carbon factor 0.519 kgCO2/kWh ?
I think so because they could change supplier or supply, but can't find much evidence support my thoughts.
Any ideas?
