Steady State heating Plant Load Vs. Heating Plant Sensible Load

I would like to understand what the difference is between the Steady State heating Plant Load and the Heating Plant Sensible Load.
The vista user guide says the Heating Plant Sensible Load is the sensible heating supplied to the room and is calculated from the Steady State Heating Plant Load by application of an intermittency factor.
Does anybody have an understanding of what this intermittency factor is? (i.e what its value is and how it is determined)
Which figure is the appropriate one to use for plant sizing?
