Question on inputs for LEED EAc1

Hi
I am in the process of going through the LEED 2009 checklist of criteria for credit EA1 and making sure our IES model will be able to provide all the info required. It would be most appreciated if someone could please clarify the following:
• How does IES account for part-load performance, seasonal and efficiency curves for:
o Boilers, Chillers
o Heat recovery units (e.g. performance at lowest temperatures)?
• How do we model demand-controlled ventilation?
• Is there anywhere in IES to enter utility rates or do we just use the Vista output of energy use by fuel type and post-process in Excel to convert into energy costs?
